Subject: Subroutines::ProtectPrivateSubs and Encode::_utf8_off
POSIX subroutines starting with underscore are not raising Subroutines::ProtectPrivateSubs warning. I suggest add more exceptions: Encode::_utf8_off / Encode::_utf8_on those subroutines are danger, but they are part of public API (documented), thus not really private.
