According to http://search.cpan.org/~dagolden/Parse-CPAN-Meta-1.4404/lib/Parse/CPAN/Meta.pm, META.json must be in UTF8 format. Since it is currently in 8859-1 format, this breaks the JSON::PP and YAML parser that expects valid utf8 characters only.
