Subject: Add NOPACKLIST and NOPERLLOCAL options
Some vendors do not like Perl modules to write packlists or perllocal. Debian is one. It also causes problems with GNU stow. Provide options to Makefile.PL to tell it not to write these files.

Implemented the options NO_PACKLIST and NO_PERLLOCAL (in keeping with other NO options). Patched in the source repository.
