Fixed in git commit 2de631f93276979de40e54d2eedcecc4d397c026 or, at least I've put the Git Repo in. I copied code from Module::Build's own Build.PL. The relationship between Module::Build and Meta::CPAN is ... let's just say, underdocumented. Unless I'm missing something.
