Its recommended to have a t/00signature test to check if your SIGNATURE is valid. Problem is, if you edit anything you have to regenerate your SIGNATURE before you run a "make test". This is annoying.
To avoid this MakeMaker should create a SIGNATURE file in the distdir. In the work directory it should create a SIGNATURE file with size 0 to satisfy the MANIFEST.
