The attached patch to C::P::S::XMLRPC adds an allow_nil attribute which
controls $RPC::XML::ALLOW_NIL (allow undef to be encoded as <nil/>
instead of <string></string>) the same way xml_encoding controls
$RPC::XML::ENCODING.
