Minimum requirement for MIME::Base64 is 3.11

As per subject. The Changes file says at https://metacpan.org/source/GAAS/MIME-Base64-3.13/Changes#L21 that 3.11 introduced {en,de}code_base64url and here is a sample fail report that shows that the function is used: http://www.cpantesters.org/cpan/report/28500041 The dependency declaration currently only requires "0", so this should be bumped to "3.11".
