The twist is that if 'perl Makefile.PL' fails, it counts as an UNKNOWN, not as a fail. But it's not a PASS, so frustrastion and work for the user.

See how the error message suggests to the user that he is missing Module::Install::Base? The end user is never supposed to install that. It's in the inc/ directory but the code does not know.
