Subject: patch for all tests failing on win32 since 1.19-TRIAL
With the release of 1.19-TRIAL Test::TCP was entirely broken on windows because of changes to the port checking. In this pull request you will find a fix that enables Test::TCP to work on Win32 again the same way as it did before 1.19: https://github.com/tokuhirom/test-tcp/pull/9
