Module::Runtime is a dependency of Module::Implementation, which is a dep of Params::Validate, which is a dep of DateTime. I'm not sure what happened, but it's not a bug with this particular module. The dependencies for Module::Implementation are declared properly. This is almost certainly a problem with how you installed the modules. If someone installed something directly from a tarball as opposed to using the cpan or cpanm tool, that could cause this problem.
