Subject: Add option to display CFs on nonmandatory updates
Feature request: Add a configuration option to show CFs on all update pages even if for that transition it isn't defined as mandatory. This gives users a chance to set the field on updates, like comments or replies, while the ticket remains in one status, like open.

This sounds like it's on the border of the scope of "mandatory CFs on transition". What do you expect the configuration option to look like?

I wonder if this would be better done as a modification to RT::Extension::CustomFieldsOnUpdate to make which CFs appear configurable.
