If you want it during ticket creation, you likely want

although this module could certainly be extended to work, but see below about subject on create vs subject on reply.
If you want to force a subject on replies, I'm a little confused since the Subject during a Reply is actually the transaction subject and does not change the ticket subject (unless you write extra code).
So, I'd love to hear more about what you actually want the extension to do with the subject.
