Subject: International characters in new pages
When crating new pages containing characters with accents, the page is created, and linkable to using the correct characters, but it displays a mangled text in the title and displayed name of the page - see http://helsinki.openguides.org/wiki.cgi?It%C3%A4keskus_Shopping_Centre

This is a local configuration problem: You are delivering data as UTF-8, however, your Content-Type on the server is set to text/html; charset=iso-8859-1. You should alter your server configuration to deliver charset=utf-8. Apache's default charset is set in httpd.conf: I'm not sure how to set it other than that. You can see an example page with it working at http://crschmidt.net/~crschmidt/hel.wiki.test.html
We are working to fix this in OpenGuides along with a bunch of other utf8 issues.
This is reportedly fixed by upgrading HTML::Parser to 3.45
