It was a leftover mention. The file README.wingcc.txt was removed in the commit https://github.com/yanick/DBD-Oracle/commit/52be16933643bba11fb4094722e86697b0fc6354 At the time I didn't see any information there that was still relevant (the Oracle links are dead, the latest notes from 2002). If you find any good information that was removed, just let me know and I'll put it back in one of the live pods.
