The suggested method of letting Crypt::SSLeay handle the CONNECT by setting $ENV{PERL_NET_HTTPS_SSL_SOCKET_CLASS} = 'Net::SSL' and $ENV{HTTPS_PROXY} = $proxy does not work well, because newer versions of Crypt::SSLeay can hang indefinitely: http://cpanforum.com/posts/13808
