Subject: Write Workflow.pm to make installing and perldoc easier.
Because there is no Workflow.pm you can't say "install Workflow" in a CPAN shell. You have to say something like "install Workflow::Base". If you had some simple stub Workflow.pm then installation would be more obvious. It would also provide a starting point for those looking for documentation (ie. perldoc Workflow).

There actually *is* a Workflow.pm, but i think it's obscured in CPAN by a previous (entirely unfulfilled) registration for Workflow. I guess it's a good idea to see if someone at modules@perl.org can remove the previous registration if it's causing problems like this.
