Would it be possible to get this undeclared dependency fixed? This library has other CPAN libraries dependent upon it. See https://metacpan.org/requires/module/HTTP::Response::Encoding?sort=[[2,1]]. If this library cannot be installed, then those cannot either. As we near the release of perl-5.28.0, this impedes our ability to assess the impact of changes in Perl 5 blead on both this library and those reverse dependencies as well. Thank you very much.
