don't copy the data around in setsamples()

Currently the interface and implementation of setsamples() makes 2
copies of the supplied image data for scalar data.
The first is in populating %opts.
The second is in populating $data.
This can be expensive for large data.
The interface and/or implementation should be updated to remove the
copying.
