Your dist.ini has a ConfigureRequires on Module::Build for no obvious
reason. While it isn't doing any visible harm, there is no use of
Module::Build anywhere, so it's just useless code that gets executed.
Maybe you are using some boilerplate from somewhere else? In this case
it would be useful to fix that too.
