Subject: [PATCH] 02-pod.t fails with recent Test::Pods due to missing =encoding

This fix gets the test to pass but is incomplete because the *actual* encoding of the pod is iso-8859, not utf8. Attached patch as applied in Fedora Linux fixes this.
