As of 3.21 Pod::Simple throws a warning when it encounters UTF-8 in POD that does not specify
=encoding UTF-8, which makes Test::Pod fail the test, but not with earlier versions of
Pod::Simple.
To have consistent behavior, and reduce the chances of people uploading broken distributions,
please update the dependency on Pod::Simple to 3.21, thank you!
