Subject: Helios tests do not test Helios::Config
The Helios::Config class is not syntax checked in the distribution's tests, and the 2nd step tests (where the configuration subsystem is tested if HELIOS_INI is set) test the old Helios::Service->getConfigFromIni() and getConfigFromDb() methods instead of the new methods in Helios::Config.
