Currently for transparency pixel values are not modified for a
background, effectively treating them as composed on black.
GIF output with transparency should:
a) allow composition onto a background colour
b) when doing addi or mediancut make_colors and pixel values that are
to be transparent should not be counted when calculating colour stats
for the image.
Effectively this means that the transparency map needs to be passed
into the quantization process.
