Section 2.2 of RFC 3986 (http://tools.ietf.org/html/rfc3986#section-2.2)
does not list the percent sign as a reserved character.
Paragraph 3 of section 2.4 begins with:
"Because the percent ("%") character serves as the indicator for
percent-encoded octets, it must be percent-encoded as "%25" for that
octet to be used as data within a URI."
