This is a bug report for perl from ton@nas.home.lunix,
generated with the help of perlbug 1.39 running under perl 5.10.1.

perl 5.10:

Second '59.5' out of range 0..59 at -e line 1
timegm() is perfectly capable of converting times with fractional
seconds, except now with second 59 since this change
Of course I could start using timegm_nocheck, but I don't think that
should be needed. Seconds after 59 are perfectly
in range as long as they aren't 60
I think the test
croak "Second '$sec' out of range 0..59" if $sec > 59 or $sec < 0;
should be changed to
croak "Second '$sec' out of range 0..59" if $sec >= 60 or $sec < 0;
And in fact if the underlying library can handle leap seconds the test
even ought to be
croak "Second '$sec' out of range 0..60" if $sec >= 61 or $sec < 0;
since second 60 is valid during a leap second
(but second 61 isn't, whatever POSIX says)
