Subject: exec "true" fails on Win32
See for example this bug report for HTML-HTML5-Parser (which uses Test::HTTP::Server to test fetching from a web server). http://www.cpantesters.org/cpan/report/06e1648b-6fb1-1014- a96c-7ec98ede4cb4 exec "true" appears on lines 53 and 104.
