When checking kwalitee, look in test_requires and build_requires too when deternime the state for kwalitee/shortcoming?name=build_prereq_matches_use Currently not doing so causes false negatives, like in http:// cpants.charsbar.org/dist/kwalitee/Config-Perl-V#build_prereq_matches_use

There is no test_requires field in META.yml 1.4 specification, only in version 2.0. Version 2.0 is currently used only in META.json. When META.yml is generated automatically, test_requires is moved into build_requires. -- Alexandr Ciornii, http://chorny.net
