Bug #77497 for PPI: Cannot build PPI due to bad CPAN archive

I know this is not really a PPI issue, but I can't find any way of reporting this, and it is a total show stopper for a PPI build in a clean perl install. I have also seen the same across other mirror sites - so I suspect the bad data have been replicated...
