Subject: make test fails if Test::Exception not installed
in release 3.0600 of Statistics::Descriptive, make test fails if module Test::Exception is not installed either add Test::Exception as a build requirement, or somehow encapsulate it's one time usage in t/t.smoother.t (t/descr_smooth_methods.t has a "use Test::Exception;" but seems not to use it at all)
