Minimum required version of Test::Fatal is 0.06

Test::Fatal before 0.06 had a bad dependency for Exporter.pm that result in some annoying test failures for the Test::Fatal tests in Module::Implementation.

Silly bug, but annoying. Would you mind just bumping your own requirement so people with older perls can get have the Right Thing Happen? :)
