Thanks for your report. This problem has been fixed in an alpha release. Module::Signature 0.55 would get confused about Windows newlines. So we converted the bundled copy of Parse::CPAN::Meta in 6.63_02. Meanwhile, upgrade Module::Signature and this problem will go away.
