Subject: NO: Numbers less than 101 to NUMWORDS
One of the grammar rules for English is that all numbers less than 101 should be written out when using a number as an adjective. Instead of having 2 cats, I would have two cats. Currently I use inflect("NUMWORDS($run_time) PL_N('year',$run_time)") to achieve that rule. It would be nice if there were an option in NO. Thank you in advance.

I don't mind at all. It was stuck in development hell, as I have been either preparing for or executing three separate round-the-world speaking tours since we last discussed it. :-( But your timing in pinging me on it was extraordinarily fortuitous. At 3am yesterday morning I finally finished prep on my next tour (which starts in a few days time). Hence I had a tiny window of opportunity, which I had decided to fill with coding of some kind. Normally that would be whatever was at the head of the ToDo queue, but your email pre-empted that, and I worked on Lingua::EN::Inflect instead. ;-) The resulting update, with both the 'words_below' and 'comma' options added to NO(), was just uploaded to CPAN and should propagate within the hour.
