Although the spec says that systems that interpret encoding declarations should be case insensitive, ( http://www.iana.org/assignments/character-sets ), it seems best to emit in upper-case, as the documentation I read says that is the "Official" name, and after all, "UTF" is an abbreviation, which /should/ be upper case.

Its mostly a nit-pick, but consistency is a good thing.
