Kwiki-Archive-Rcs doesn't propagate errors in rcs execution anywhere: not to the browser, and not even to the web server log. It should.
Simplest test case: uninstall (or move aside, or chmod -x, etc.) /usr/bin/rcs, and try to edit a page. Save will give an internal server error; the logs will not be helpful.
