As an idea for a feature, it'd be good if Devel::Unplug made its
internal _is_unplugged() function available for external use.
I've got a bit of a Module::Util::Masked which hides masked modules
from Module::Util searches and thought it might hide Devel::Unplug
unplugged modules too. I suppose the unplugged() list of modules
gives enough information, but if Devel::Unplug is doing an
is_unplugged() then why not share that eh.
