Set up a test page, with one section blocked off via D::P::A::Htpasswd, to
see if it works. Htpasswd works in development, but on the test server,
through Apache, it does not. I get prompted for a password, and
reprompted, until I give up.
Nothing shows up in either the Dancer or Apache logs to indicate there is
a problem, much less what it is.
