I've put out a RFC on an updated README file that adds this information. That looks pretty good. In fact, i wish all cpan dists had a readme like that. :) As an additional suggestion you may want to add that to the Makefile.PL so the generated META files contain the information and allow metacpan and sco to link to the repos in question.

This ticket is resolved. In the Cairo release version 1.100, the README file now has full contact information, including e-mail address, web page, patch submission guidelines, git repo guidelines. The Cairo distro also now also outputs complete META.[yml|json] files courtesy of ExtUtils::MakeMaker and CPAN::Meta::Spec.
