there is no bugs information listed in pod or the metadata this makes
it difficult to determine if RT is the actual desired location of
bugs, or simply a fall back due to author laziness. Many dists on CPAN
leave their RT to languish, it is better to be explicit about where
you want bugs to be reported than to be implicit.
