The makefile should check for compilation ability, and just not ask the question (or at least default to N). Please use this (rather well tested) routine: https://metacpan.org/source/ADAMK/List-MoreUtils-0.33/Makefile.PL#L81

Since version 2.59 the entire dependency on JSON::XS is gone: https://metacpan.org/diff/release/MAKAMAKA/JSON-2.58/MAKAMAKA/JSON-2.59#Makefile.PL I am closing this ticket as a result of this change.
