Subject: File::Slurp should go into "configure_requires"
Since File::Slurp is used in the Build.PL it must be installed before Build.PL is executed. Such modules may not be provided when they are in "build_require" because the Build.PL may fail before processing the build_requires section. So better you put it into configure_requires. Well, this issue is fixed in "next release + 2". I kinda forgot about it because of all the other changes of 2.001. So this bug is fixed in Config::Model 2.003 All the best
