Subject: Tests hang if CPAN not configured
Just spent too much time (due to my own dimness) figuring out why Test::Prereq's test suite was hanging on get_from_prereqs.t. It turned on CPAN hadn't been configured on the box in question. After manual config was completed all tests ran fine. Maybe BAILOUT if CPAN not configured? ---- Running on... I'm going to fix this under #21226. I should try to use something other than CPAN for this, I think, or only the parts of CPAN that do this task.
