Subject: Out-dated address of Free Software Foundation
The LICENSES/Copying file quotes out-dated postal address of FSF. Current one can be found in <http://www.gnu.org/licenses/old-licenses/gpl-1.0.txt>. Please update license wording to deliver proper address to users.

Good catch. Thank you very much for bringing this to my attention, and for your helpfulness in providing the URL. The easy way out is to provide a URL. The Perl Foundation seems to say this is OK, but a literal copy of the license feels better to me, because the literal copy will survive the organization that recommends it -- not that I anticipate that being an issue. I went to the Perl Foundation's recommendations in this area across the board a couple years ago, so it is an issue in everything I have published. I have patched it everywhere. These will get released in due course, but since it has been this way at least since March 2010 (the Last-Modified header on the URL you provided), it does not appear to me to be something that has to be done today.
PPIx-Regexp version 0.023 (with the current address of the FSF in the Gnu GPL) just went to CPAN, and will be appearing on a CPAN mirror near you Real Soon Now.
