The easy way out is to provide a URL. The Perl Foundation seems to say
this is OK, but a literal copy of the license feels better to me,
because the literal copy will survive the organization that recommends
it -- not that I anticipate that being an issue.
I went to the Perl Foundation's recommendations in this area across the
board a couple years ago, so it is an issue in everything I have
published. I have patched it everywhere. These will get released in due
course, but since it has been this way at least since March 2010 (the
Last-Modified header on the URL you provided), it does not appear to me
to be something that has to be done today.
