Subject: perl package build/install uses system perl instead of "local" perl
I'm using a "hand-compiled" perl in /home/perl/bin. But quite a few packages are explicitly using /usr/bin/perl during installation/build/tests. That should be checked on a generic basis (strace? /usr/bin/perl atime?).
This is a bug for the individual distributions that don't handle running a local perl properly. If you spot this in a distribution, please log this bug in that specific RT queue, so it gets fixed within the correct distribution. Spotting the error in the CPAN Testers website is too late, and practically impossible to identify accurately. Thanks, Barbie.

I beg to differ: these are bugs due to bad perl module setups (Makefile.PL etc.).

Exactly. Thus posting this bug in a module queue that is nothing to do with the problem (this distribution is redundant anyway!) is pointless. Post to the module queues that this relates to, not some random queue.
