Test::Kwalitee is only used for release testing which the final user
doesn't care about.
The problem is that Test::Kwalitee is that despite that it is listed in
META.{yml,json} as a required build dependency (build_requires).
Test::Kwalitee has many dependencies that will pollute the user Perl lib
dir and make this dist painful to install.
