Subject: local::lib version dependency wrong
The Makefile.PL should reflect a requirement for local::lib 1.008, since it breaks on 1.007. That version does not build PERL_LOCAL_LIB_ROOT, which causes command-env.t to fail. Currently it only wants 1.0.
