Currently, when the Perl::Critic test fails, the whole unit test and the
installation fail.
You should be able to try it on your own environment: install
Test::Perl::Critic and Perl::Critic::OTRS. In this case I see the
Perl::Critic test failing.
Admittedly, the OTRS plugin is questionable. But I'm not even sure that
OTRS is the only Critic plugin that breaks your test suite.
Bottom line: do not insist that this test needs to pass.
