Dist::CheckConflicts doesn't use Params::Util, so there's no need to depend on it. The error message indicates that Data::OptList uses Params::Util, and it declares a proper dependency on it, so my guess is that your installation of Data::OptList had issues. Regardless, this isn't a bug in this module.
