Subject: test 03lastlog.t assumes root user has logged in
t/03lastlog.t assumes the root user has logged in at least once on the system. I have never logged in on my Ubuntu system as root, even at initial creation. The patch I included won't catch the same situation when someone has sudo'd to root, but in this case cpan and cpanm are running tests as the user, not root.

Thanks, the is a similar change in the latest release.
