I just tried to upgrade work to the latest Locale::Codes, but failed.
pod_coverage.t failed. This is a test for the author before releasing.
Once the code is out there, there's no reason that this should block
someone from installing it.
Probably I have an outdated Pod::Coverage or something, I'll look into
it. In the meantime, perhaps this test could be skipped unless
RELEASE_TESTING is set, as is somewhat conventional.
