Subject: Set dynamic_config in META file
Now that the Makefile.PL dynamically depends on Mouse, the META.yml file should be changed to to set dynamic_config to 1. See http://module-build.sourceforge.net/META-spec-v1.4.html#dynamic_config (which is the version of the spec your META.yml file is in).
